OUTLOOK NOT BRIGHT AMERICA’S ATTITUDE By Cable.—Press Association. —Copyright Reed. 9.5 a.m. GENEVA, Monday. THE plenary conference on naval limitation, fixed for to-day, was postponed on the suggestion of\ Mr. Hugh Gibson, United States delegate, in consequence of the assassination of Mr. Kevin O’Higgins, who was the Irish Free State’s delegate at the conference. “League circles see the blasting of all hopes of general world disarmament,” says the Geneva correspondent of the “Morning Post,” referring to the limitation deadlock. There is a desire to reconsider the naval building programme, specifying future construction by Britain and America over a period of years. This has not yet been published, although experts have considered the programme. The Geneva correspondent of the “Daily Telegraph” says the policy of the American delegation throughout has been to hold meetings in private, but, by some means what took place in the committee rooms always appeared on the following day in American newspapers. The British delegation feels that the attitude of Britain has been persistently misrepresented in the United States, and consequently it is desirable that the meetings should be held in public. The Geneva correspondent of the “Morning Post” states that a remarkable feature of the conference is the absence of a spirit of compromise and conciliation on the part of the Americans.—A. and N.Z.
