Secretary of State, has instructed *-a« American delegation at Geneva »• refuse to discuss capital ships, since that question is already disposed of by the Washington Treaty. He said that the Washington Treaty could be modified ouly by the five signatory Powers, including France and Italy; that, a conference for the revision of the question of capital ships was scheduled for 1921, under the Treaty; and that President Coolidge limited the Geneva Conference to a discussiou of auxiliary craft, cruisers, destroyers and submarines. It is understood that Mr. Hugh Gibson, chief American delegate at the conference, has also been ordered to stand by the American 5 —5—2 plan. —A. and N.Z.
