PENAL REFORM
HOWARD LEAGUE MEETS M.P.’S ENTERTAINED Members of the Howard League of Penal Reform met yesterday in the Priscilla Tea Rooms. The Auckland members of Parliament were their guests. Mr. E. C. Cutten, S.M., was in the chair. Among those present were Canon James, Mr. Stratford, Dr. Mildred Stanley, Messrs. J. S. Dickson. M.P., A. Harris, M.P., J. A. Lee. M.P. V. H. Potter, M.P., and others. The following resolutions were passed and forwarded to the Minister of Justice, the Hon. F. J. Rolleston: That the attention of the Government be called to the urgent need for the classification of all offenders mentally as well as physically, and for dealing otherwise than by imprisonment with offenders who are feebleminded or mentally abnormal. That some provision of the law be made which, on the complaint of a. parent, guardian, or police or probation officers, will enable magistrates to bring under proper control and supervision young persons over 16 and not over 21 years of age, without recording a conviction against them. The league also urged that there i? rqpm for improvement in the procedure now adopted for examining mental patients before they are committed to mental hospitals.
