Explaining the sentence on Kowerda. the youthful Russian monarchist, lor the murder of Voikoff, the Soviet's plenipotentiary in Poland, the tribunal states that the death penalty is only proper when the crime for which it is imposed threatens to become an epidemic. Kowerda’s crime raised no such fears. The extenuating circumstances of Kowerda's youth and high moral character, and the fact that he ultimately may become a useful member of society, renders sufficient the sentence of 15 years’ imprisonment.—A. and N.Z.-Sun.
