R.N.V.R. CHANGES. Commodore the Duke of Montrose, C. 8., C.V.0., V.D., commanding the East Scottish Division of the Royal Naval Volunteer Reserve, has been placed on the retired list at his own request. Commander William Mitchell Smail, V.D., has been appointed commanding officer of the division.
