JERRY-BUILDERS AND BY-LAWS
LOOSE CHRISTCHURCH REGULATIONS LEAVE PUBLIC UNPROTECTED (Special to THE SUN.} CHRISTCHURCH, Thursday. The method by which building permits are obtained in Christchurch is farcical. There is no system of supervision to protec. public in the erection of houses, and builders have been able to erect houses constructed of inferior material, and built by second-rate workmen. Therefore it is in the interests of the community that by-laws governing the ejection of houses, etc., be redraiced without delay. This opinion was expressed to THE SUN to-day by Mr. E. C. Sutcliffe, secretary of the Christchurch Branch of the Amalgamated Society of Carpenters and Joiners, and is in accord w T ith tnat of Mr. W. H. Winsor, secretary of the Christbhurch Builders’ Association, who subsequently was interviewed on the question. ‘‘Unfortunately Mr. Sutcliffe is substantially correct in his statement,” said Mr. Winsor. “There are far too many loophole-' in tne present bylaws of which the jerry-builder can take advantage, and in many cases recently we have had experience of land agents and others erecting buildings under conditions that would not be tolerated by recognised contractors.”
