A SOCIAL DUTY
LABOUR’S CHARTER MUSSOLINI’S PROMULGATION By Cable.—Press Association. —Copyright Reed. 12.10 p.ra. LONDON, Friday. “The Times” Rome correspondent states that it is disclosed by the Grand Fascist Council that the Fascists number 2,168,821, inclusive ot trade unionists. Mussolini has promulgated a charter for Labour affirming that ail forms of labour must be regarded as a social duty and that the whole body of production constitutes a single national unit. Only syndicates recognised by the State will be allowed to represent constituent employers and employees. The State will regulate labour controversies through the magistrature with Labour co-operation. The State will uphold private initiative in production, intervening only when the private initiative is lacking or when the State's political interests are involved. Co-operative and conciliatory action is to precede Juridical action in labour disputes. The charter regulates piecework, holidays, compensations, insurance, recreation, and education and provides for preference to Fascists. —A. and N.Z.
