SIR FRANCIS BELL’S OFFICE (From Our Resident Reporter J WELLINGTON, To-day. Although the Rt. Hon. J. G. Coates will not officially announce the fact till the week-end, Sir Francis Bell i* comfortably ensconsed in the room occupied by th.e Leader of the Legislative Council and it is general!? understood that he has assumed dutiei as head of the Upper House. When Sir Heaton Rhodes made hi* first speech last session he stated that he was acting as leader on!? till Sir Francis Bell’s return, and although there was much speculation here regarding the prospects of Sir James Allen for the leadership, Sir Francis Bell’s value to the Government was too great to allow his retirement and his acquisition of the reins of office has dispelled all doubts. ; It will be no surprise to see Sir James Allen occupying a seat in tha Council next session. .
