TRADE IN SAMOA QUALITY NOT QUANTITY An optimistic outline of conditions in Samoa was given this morning by Captain C. R. Willcoeks, harbourmaster at Apia, who arrived by the Tofua to spend a holiday in New Zealand. He said that Major-General Sir George Richardson, Governor of Samoa, the Governor of Fiji and an Australian representative are at present in the New Hebrides attending a conference concerning the Condominium. Sir George will not return to Samoa until the end of the present month. At present the Government in Samoa is clearing large areas of bush-land for the planting of coconuts, for which there is a great demand for copra. In all probability part of the newlycleared areas will be planted with bananas in order to develop the fruit industry of the island. Captain Willcoeks is of opinion that the fruit industry of Samoa could be made just as large as that of Fiji. For the time being, however, the Government is concentrating on coconuts, and quality, not quantity, is the aim of those in charge. January and February of this year were wetter than usual, but when Captain Willcoeks left the weather was improving.
