MUNICIPAL REGULATIONS CONCERNING APPEALS. LXXXVII. After tlio hearing und deoision of any complaiut by the Municipal Magistrate every person against whom judgment in rendered shall he entitled to appeal from suoh deoision to the Consular Members of the Munioipal Board, provided always that such appeal shall be made by notioe given to the Municipal Magistrate within one week from the date of suoh deoision, provided further that in all cases where the decision appealed against imposes fine and imprisonment security shall be given by the Appollant to the Municipal Magistrate that he will comply with the decision whioh the Appellate Court sha.ll pronounce upon such appeal. Upon such notice and security _ being given as aforesaid the eseoution of the decision of the Municipal Magistrate shall bo postponed pending the appeal. All appeals shall be heard oy the Appellate Court at as early a date as shall be possible after the date of the said notico of appeal, and all persons concerned Bhall be notified of suoh hearing. No appeal shall lie on account of any defect in form. If it shall appear to the Appellate Court that any appeal has been made upon frivoloui grounds then, and in such caso, payment of cost* may be placed upon the Appollant by the Court.
