Ino High Commissioner shall have an official seui hearing tho style of id* office, ami such d&vice as one of Her Majesty's Principal Secretaries of State from time to time approves, and such sea! shall be deemed the public seal of the said island, and may be kept ind used by the High Commissioner for the sealing of nil things whatsoever that shall pass tho seal of the said island. And until a public seal shall bo provided for tho said island, the seal of the High Commissioner may bo used as the public seal of the said island for sealing all things that shall pass the said seal" " 4. If auy councillor shall become bankrupt or insolent Or shall be couvictedof any criminal offence, or siall absent himself from the said inland lor more than three months without leave from the High Commissioner, tiio High Commissioner may declare in writing thai his seat at tne Council is vacant, and immediately on the rJablicaUoo <.f suoh declaration he shall cease to be a member of the Council.

" 5. It shall be lawful for the High Commissioner, with tho advice of the said Legislative Council, to mako all such laws sua ordinances as may from time to time be necessary for the peace, order, and good government of the said island, subject, nevertheless, to all Buch instructions as her Majesty may from timo to timo isßue under her sign-manual and signet for the guidance of the High Commissioner and of the said Legislative Council therein ; provided, nevertheless, that full authority is hereby reserved to Her Majesty, through one of her Principal Secretaries

Tliere shall be in the said island, for the purpose of advising the High Commissioner, an Executive Council, which shall be composed of such persons and constituted in such manner as may ie nirected by any instructions which may from time to time be addressed to the High Commissioner by Her Majesty, under her si;i> manual and signet, and ail such persons shall hold their places in the said Council during Her Majesty's pleasure ; and the said Executive Council shall observe such rules in the conduct of business as may from timo to time be contained in any such instructions as aforesaid.

In the event of the death, incapacity, removal, or absence from the said island of the High Commissioner for the time being, all and every the powers and authorities herein granted to him shall, until Her Majesty s further pleasure is signified therein, be vested in such person as may be appointed to administer tho same by any instrument undor Her Majesty's sign manual and signet ; or if there be not iu the island any person so appointed, then iu the senior military ollioer for the time being in command of Her Majesty's regular troops in tho said island
