RUSSIAN OPERATIONS IN CENTRAL ASIA.
The ruler of Kashghar was addressed by the Ameer some time ago, with the view of joining him in the great jehad ; ho has lately replied to the effect that he dare not accept his invitation for fear of invasion by the Russians, and annihilation of the spies of his kingdom. He stated that he is already harassed by the Chinese troops, who have seized and sliced off a piece of his state on the north; for the rest they are striving hard. Under these circumstances, he bogged to be excused. About eighteen months ago a Russian trader murdered an Afghan merchant to whom he owedsomo money. The relatives of the deceased preferred complaints to the Shah of Bokhara, and to the Tashkend authorities, but without effect. An embassy of four Russian emissaries lately came to
