" Native " shall mean and include in its reference o/ery person in the Westorn Pacific not of European descent. " Intoxicating Liquor'! shall include ail spirituous compounds, and all fermented liquors and any mixture part whereof is spirituous or which contains fermented liquors aud mixture or preparation conmining any drug capable of producing intoxication. 3. If any British, subject in the Weetorn Pacific sells or gives or otherwise supplies either directly or indirectly any native of any island or place within the Western Pacific Islands any intoxicating liquor he shall on conviction thereof before the Court of Her Majesty's High Commissioner be liable to punishment as follows I-"-*" *■ ' (1) Imprisonment for any term not exceeding three months, with or withont hard labor, and with or without n fine not exceeding ten pounds; or, (•2) A fine alone not exceeding ten pounds without any imprisonment. . <«t- ■-:■ 8
4. It shall not bo nn offenoe under this Regulation for any poraon to give to imy native for any argent cause or necessity and without recompense or solely ami purely for medicinal purposes but it shall rest with- the person giving such intoxicating liqaor to prove to the satisfaction of the Court tho existence of such urgent necessity and failing suoh proof suoh person shall be liable to the punishment provided in section 3 hereof. 5.
