A lengthy note sets out in plain words why the Allies are fighting, and points out that the permanent termination of Germany’s regime of oppression is only possible by guarantees different from the past paper guarantees.

A second Note replying to President Wilson’s proposals is in course of preparation, and this will emphasise the importance of the destruction of the economic ascendancy which Germany sought to force upon Europe, America, and the World. India’s inclusion in the conference has attracted special attention. It is regarded as a well-merited recognition of India’s loyalty and services. It is recalled in some quarters that the Dominion' press favourably reviewed Lord Har dingo’s claim in 1915 that India should be given a fuller status at the Imperial conferences.

The Daily Telegraph regards the conference as the Empire’s reply to the premature peace talk.
