Pontrowskt, Foreign Minister, declared that economic union of the Allies after the war would give freedom to Russian trade, which hud ibeeu paralysed owing to the commercial treaties with Germany. He added that their relations with Japan worn assuming* the character of an alliance. Japan had rendered eminent service in providing munitions. The victorious issue of the struggle was the end to which all the forces of Russia must bend.
