The creation of an Imperial Parliament would take years. We cannot afford to wait. Closer union should no longer be the sport of party politicians. The Empire Council should Ibe composed of Ministers of the Crown !in Britain and the Dominions. An (Imperial Conference should be held to !decide its constitution, subject to ratification by the various Parliamieuts. The holding of this conferI once should not be delayed. Admission of the Dominions’ statesmen to 'the meetings of the Imperial Cabinet was a great point gained. It must be clearly understood that the Dominions would not accept the restrictions of their representatives to an advisory capacity.
