ALLIED ACTION NECESSARY. Pctrograd, December 9-Semi-official: The Kusskin \ aloe states that the enemy is in a hurry to finish with tho Balkans in order to begin operations for the winter. It is necessary for German headquarters to liquidate the Balkan danger, which threatened to cut off Austro-Germany from Turkey and Bulgaria.
