TETHERING STOCK ON STREETS.

[To Tae Editor Stratford Post.} Sir, —In reading the Council’s meeting of November 14th, 1 noticed that one of the Councillors moved that residents he granted permission to tether stock on the streets on a permit from the Town Clerk. I should think the Town Clerk had quite sufficient to do besides giving permission to every one who would prove a nuisance to their neighbours; one man would want permission to tether a horse, another a bull, another a cow—-never .minding the danger to the travelling public, and never thinking of the damage to ratepayers’ property such as nice hedges, gates, fences, etc. The Councillor who moved such a foolish proposal must have the Council and the ratepayers at heart—or is he looking after himself. I would let it pass by, only the Council will be meeting in a short time, and from the report I read they are going to bring this matter up. The Council have no idea of the nuisance stock is causing on the southern end of the Borough, Sometimes when, the doctor comes along in his car, he finds the hospital gate closed, so as to prevent cattle getting on the gardens. 1 will just say a few words about horses ou the tether; there., is one on the tether day after day at the hack gate of the Public Hospital, ahd from inquiries 1 have made, the animal is the property of a Councillor. There is nothing worse to spread flies and disease, it is as bad as carting had fruit from the fruit shops and making a manure heap of them in the hack yard. A short time hack parents living, in Hamlet Street were afraid to, let tlieir young children go along Romeo Street to school, afraid of their getting kicked by a horse on the tether standing on the gravel footpath with a chain round the electric light pole. The only one who should be considered is the poor man with one cow, who may he miles away working, and his children could herd it in the evenings after school, as I, know there is great difficulty in obtaining grazing at the present time. This is not the trouble; it is the-man with the, herd who uses the street as a stock-yard, and dirties and destroy the footpathjp by so doing. I hope the Council as wise men will not grant any one the right to tether stock on the streets as there would he no end of trouble. —I am, etc., ! RATEPAYER.
