The Kaiser telegraphed to Herr Bethmann-Hollweg his great delight at the adoption of civilian service, showing that the people were filled with such a uniform determination to make every sacrifice in blood, treasure, and labor for the victorious defence of the Fatherland. "We must maintain against everyone our place in tin- civilised nations, which "was gained by intelligence, industry, and moral strength, and we, cannot be conquered."
