Canadian newspapers are urging the Government to support the proposal for an Atlantic cable, jointly owned by Canada, Australia, and Great Britain. The greatly improved financial showing of the Pacific; Cable is urged as justifying the State ownership of an Atlantic cable. TOO MUCH COLD. New York, November 22. The abundance of gold is becoming a great bother to America. Financial writers say:—"We are the heaviest lenders on earth, yet ye are in the hands of borrowers." The Tribune blames the awkwardness of the American banking system for the threatened era of over-speculation. FRANCO-CHINESE RELATIONS. (Received 1-1.5 a.m.) Tientsin. November 23.
