Reuter’s Telegrams (Received 11.30 a.m.) Petrograd, November 15, Owing to the severe treatment of tlie Russian officers who are prisoners iu Germany, the War Minister has instructed every district military authority in Russia to immediately treat all German officers and prisoners as common war prisoners; also forbidding them pbstal communication.' The officers will be told that this reprisal will only be revokablo on official information from Germany that the Russian officers are being properly treated.
