NOISY REICHSTAG DEBATE. THE SITTING SUSPENDED. Press Association—Copyright, Australian and N.Z. Cable Association. (Received 11.23 a.m.) Amsterdam, October 30. Angry scenes occurred in the Reichstag on Saturday during the debate on the military arrests of civilians. Deputies gave a long catalogue of instances of suppression. Herr Dittmann (Socialist) said the military had established a reign of terror and their orgies were the baseness of villainy. Young girls were arrested and locked up with prostitutes. Even Government supporters joined in the condemnation.' Herr Helfferiehs, in his reply, was constantly interrhnted with angry exclamations ,and was unable to pacify the House, and the sitting was suspended. Newspapers describe the sitting as one of the noisiest since the beginning of the war, and bitterly resent Hclfferich's offensive tone and the declaration that the Government restricts for the duration of the war the Reichstag Select Committee's control of the foreign policy. Helfferich's apology or resignation is demanded.
