Router's Telegrams (Received 1.55 p.m.) Amsterdam, October 29. Startling disclosures were made in the Reichstag in a debate on the prevalence of arrests. It Avas stated that 424 are now incarcerated, of .whom 189 are. merely suspected of espionage, while there are 1053 cases who are restricted to their residence. The military use arbitrary powers, subjecting the arresteds to various forms of mental torture and hardships., .Tlie&e include Princess Rosa of Luxembourg, whose' influence was feared with seventeen high diplomatists who represented Germany abroad. Socialist members alleged that the prevalence of arrests was being employed ag&inst political 'objectiqnables. Herr Helfferieh defended the system.
