That Roumanian entry into the alliance against the Austro-Germans meant a very serious menace to the enemy is made plain by the fact that Germany is straining every nerve to defeat the Russo-Roumanian forces on this front. The operations at present going on in the Balkans are of tremendous importance, and so far as can be gathered, the combined strategy of Mackensen and Falkenhayn has at least temporarily, succeeded in seriously hampering the Roumanians and gaining important positions on the Dobrudja. Roumania's plans, according to the Saturday Review's! military expert, did not take muchj account of the Dobrudja. She haaj them designed to meet a national purpose. Roumania seeks no further extension of territory across the Danube. Her aims for enlarging her "kingdom lie to the west, in Transylvania, where some three million of her people suffer under the Hungarian! yoke. With the object of bringing! them freedom she pushed forward, advancing rapidly through the Carpathian passes and occupying one-third oi the plans of Transylvania. But events liave marched rapidly since then, andj many of the strong positions in thej Carpathian passes have been lost, though the withdrawal has apparently been effected in good order. The! evacuation of Constzana is certainly a J severe blow to Roumania, for. the loss of the port will seriously limit Russian re-inforeement s landing, and will doubtless affect Rou-| inanian moral to some extent. the Allied forces in Macedonia could, make a decisive advance- it would pos-i si'hly relieve the pressure on Ron-! mania, but the outlook is by no means; a good one at the present stage, j Hampered by bad weather the Serbians have failed to secure advantages which were almost within their grasp, I hut have, nevertheless, maintained, the position gained. The German aim is to cut Russian communications or, in the alternative, to force a with- , drawal from the Dobrudja, which would leave Roumania open to invasion by the Huns. The position is one oi' grave anxiety, but it is certain that (lie Allies will do all that is humanly possible to save another small country from the horrors of German invasion. The Entente troops are male-' ing every effort to forestall the Aus-' tro-Germau attempt to drive in the wedge between Russia and Roumania. and may succeed in placing the enemy between two fins. We can simply await developments in the earnest hope that the invaders may be stayed in time. It is at least some relief to learn that war experts do mt consider the fall of C'onstanza irremech-' able, and that the Russian command is fully aware of the importance •>! j checking tin,' German invasion.
