Following yesterday’s discussion m the House of Lords on the U 53 activities, the Government at Washingtou announces that stringent precautions are being taken to prevent tnc transmission of unneutral information to the German submarines appearing in American ports. Civilians will probably not bo permitted to visit such submarines, owing to the growing belief that the civilians who have been boarding the U 53 have revealed and detailed the presence of merchantmen in the vicinity of Nantucket. The Administration and officials believe that no complications viill arise with England in connection with America’s submarine attitude, as the regulations prevent the Germans using American ports to secure infoi'mation and seriously hamper the submarine coastal operations against the Allies’ shipping. The State Department has announced that the last German memorandum on the sinking of tiie Lusitania reiterating the contention that the torpedoing was jusiflable has not been accepted.
