Nineteen of trie elected Indian members of the Supreme Legislative Council memorialised the Government, suggesting that after the war half the seats; in all the Councils should be filled by Indians. They also suggest fiscal autonomy for India, the abolition of secretary to the State Council, permission to the Indians to cany arms, join the volunteers, and hold commissions in the army.
