Japan and Russia haVe entered a protest against concessions by Hie Chinese Government to America for railway and canal construction. Th« Russian Minister claims that Russia had been promised the privilege of ■building the railways' in the vicinity of Mongolia, but the Chinese Government replies that Germany must be defeated before such: a 1 claim holds good.
