COLONIAL WOOL TRADE. ARMY COUNCIL NEGOTIATIONS, Press Association—Copyright, Australian and N.Z. Cable Association. London, October 0. The Yorkshire Post, in connection with the Army Council's negotiations to secure control of colonial wool, states: Difficulties have arisen which may cause a modification of the whole plan. It is obvious that same scheme .should he put into operation in relation to all the colonies, hut hitherto it has heen impossible to arrive at a common agreement. It is unreasonable to expect Australia and NewZealand to quietly submit to further restrictions if South Africa retains the free market she has possessed ever since the war commenced. Thore has heen severe criticism of South Africa's action in permitting unrestricted export, and if South Africa persists in a free-export policy, it is hound to re-act unfavourably for us in other wool-growing colonies.
