An important Russian success has. been achieved at tho Dobrudja, two thousand prisoners being captured. M. Bourchier, writing from Bucharest, states that the weather impedes operations on both fronts. The Bulgarian advance in tho Dobrudja has been arrested. 'The press in jubilant at an inexperienced general defeating the great Maekensen. The Transylvanian cheek is unimportant. A satisfactory advance is being made in Bukovina. . The Roumanian Legations are expected to arrive from the enemy capitals via Sweden and Russia shortly. America is taking over Roumanian representation at Berlin and Vienna, and Spain the representati™ at Sofia and Constantinople.
