The iieads of the Department oi' the Bureaux of Justice at Chicago, New York, and Philadelphia, met at Washington to-day, to try and arrange for secreery in securing the testimony of many wealthy society men concerning the operations of the most daring band of black-mailers in the history of America. The Department of Justice has evidence showing that a gang is operating with beautiful women, and has fleeced its victims for over a million dollars by threatening proceedings under the white-slave law, which provides for severe penalties for men accompanying women on an inter-State journey. The Department of Justice cannot break the gang without the testimony of its victims, who protest that it would ruin their reputations if they testdfed. Efforts are. being made to discover legal means of proceeding in camera.
