(Received 11.15 a.m.) The Daily News' Petrograd correspondent states: General Hindenburg, believing that the south-eastern section is the most critical, is himself taking command in Transylvania and the Carpathians, and is sending every available man to the front, making the enemy's forces in south-east IV millions; of whom 300,000 are Germans, who have- been distributed among the weakened Allies. Military, critics at Petrograd opme> that General Mackensen's decisive, victory in Dobrudja is mythical, arid that really the Allies were opposed by superior numbers and retired to stronger the rearguards inflicting the heaviest losses.
