GERMANY'S FOOD PROBLEM. INCREASINGLY DISSATISFIED PEOPLE. Press Association—Copyright, Australian and N.Z. Cable Association. (Received noon.) Now York, September 12. A despatch from Berlin to the United Press states that the Germans are disappointed at there being no improvement in the food situation, and are increasingly dissatisfied with the new food department. Hen- von Batocki's optimistic statements led the people to believe that by the Autumn the conditions would greatly improve, but instead of it being more plentiful, the food as soon put on an absolute, ration basis. If the -distribution of food cards continues—there are already eight cards—there may be two move. The Germans are declaring that probably there will be so much organisation that the food will spoil. Though this year's harvest is normal, no more wheat and oats are available than during the past, few months, because of the necessity of creating a surplus for next year. The lack of sugar, tin, and rubber is preventing families doing their own canning. The factories are using saccharine and syrup made from carrots for sweetening. Families forgot to save the rubber bands from last year's fruit jars, and have now discovered that the fruit this year is doomed to spoil. _____
