BLACK LIST LEGISLATION. A SCATHING DENUNCIATION. Press Association—Copyright, Australian and N.Z. Cable Association. Washington, September 6. Mr Gardiner (Massachusetts) in a speech in the House of Representatives denounced the Senate's retaliatory black list legislation as ' a blowto the support of Germany's ugly cause. He said "You hypocrites. You claim that you are devoted to humanity and despise commercialism ; then why do you not pass an amendment refusing our harbors to Germany's interned ships until she repudiates the Lusitania crime. Why do you instead pass amendments which serve no purpose except to stuffing sordid pockets with the golden harvest of your fellowmen's misery." Officials admit that transports are carrying mails to Manila, but deny they intend to carry mails to China. UNCLE SAME CLIMBS DOWN. EFFECT ON HIS POCKET. Press Association—Copyright, Australian and N.Z. Cable Association. (Received 11.25 a.m.) Washington, September 7. A conference, of both Houses and Congress agreed to delete the antiAllies' amendment to the Revenue Bill providing for retaliation against Britain, because America was included in the "Black list." The conference feared that American trade with foreign countries would suffer seriously by counter-retaliation on the United States and they also modified the plan to carry the German mail to the Far East.
