BERLIN IMPRESSED. RECEPTION OF NEWS OF DECLARATIONS. (Received Noon). The Hague, August 28. The news of the Italian and still more the Roumanian declarations created a more profound impression iu Berlin than any event since the' British intervention in the war. Newspapers are bitterly attacking Herr von Jagow (Minister of Foreign Affairs) and Herr Zimmerman, regarding them as particularly responsible fov the diplomatic defeat. The Eoumanian Legatioii is guarded by the police. The windows of the Italian Embassy were broken by stones. The Roumanian Ministers will be handed their passports to-day.
