STRATFORD BOROUGH COUNCIL.
MONTHLY MEETING. ' The monthly meeting of the Stratford Borough Coutkul was held last night when there were present: His Worship the Mayor (Mr J. W. Boonf, and Crs. A. J. Davey, S. B. Hmmer, T. Lawson, G. W. Mills, J. H. Thompson’ A. D. Stanley, W. H H. \oung, and E. S. Rutherford. • CORRESPONDENCE. E. W. Hancock wrote tendering- his ,resignation as a member of the Council, owihg to' haying ceased to be a resident of the borough. He congratidated members on having worked together with a will and also His Worship, Town Clerk, and Engineer on the amount of work done during ’ the past twelve months. He regretted not being present; to pursue his motion to have a poll taken on the question of the Council taking over the Electrical Supply Co.’s plant, as he believed that the ratepayers realised that the lighting of such a progressive borough as Stratford should . belong to the municipality, . Cr. Thonjpson, in moving that Cr. .Hancock’s resignation be accepted with regret, said they would all agree that Cr. Hancock Was a useful member of the Council. He was always firm in his opinions and spoken. In conclusion he said he hoped and trusted Cr. Hancock would ;be successful in.his new sphere,
Cr. Hunter seconded the motion which was carried.
The Taranaki Hardware Co., Stratford, wrote re supplying the Council with a street-sweeper. It was stated tha Wellingon, Gisborne, and Levin had a machine‘of the same nature, giving every satisfaction.—Received.
Mrs Simmons wrote asking for an increase of wages as charwoman of the Municipal Buildings on account of the extra work entailed at the new premises.—Referred to Reserves Committee to report next meeting.

Cockburn and Harry Cheese,man, Portia Street, wrote re the state of the footpath on the 'east side iof the street, off' Page Street. Mr Fitzgerald had received a, letter in reply to their request some months ago, and they expected* that the footpath would be put in order before'tllii bad weather set in. Now, there * wUs 'six< to ten inches of water about half a chain wide to wade through every time thdre was rain, and tlfe' metal oil the west footpath was jtist about ■as bad to get over as the water, i. The Mayor said the footpath was in a bad state arid during' rainy weather dt was impossible to use it. He was iin favor of the work being authorised ■and done in the summer time when the horse's could be put on. ! Cr. Lawson said the footpath was in a very bad state, escpecially near ; Mr Clieesenlan’s property. On Cr. Thompson’s motion it was' decided that the Woi'ks> Committee bring’ down a report at next meeting. I WORKS COMMITTEES. . The Committee reported as follows: The Committee appointed for the purpose of appointing a sexton for ; the Kopuatama Cemetery have arranged with Mr Ireland, of the East Road, to do the work. The caretaking will be carried on by Mr Christensen at his old remuneration. We recommend that the Committee's action be confirmed. Mr Patterson has asked that ho lie not charged for use of certain timber used in the kerbing and channelling recently completed by him.—No recornmendatiqn to make.
We recommend tliat Juliet Street between Regan Street and bbe southern boundary of ToWn Hall section be kerbed and channelled.
A petition has been received from residents in Ariel Street extension ■asking for certain work.—Betitioueis to bo advised that the Cornic'd cannot legally spend money oh the street in question. The filling on east side of Broadway between Seyton Street and Bern broke Road is nearly completed —Recommend that this be sown with suitable grass at the proper season. We recommend that owner of certain premises on Ophnake Road be notified to have ins property drained in accordance with the by-laws'. We recommend that the Inspector be instructed to prosecute all persons depositing rubbish within the borouga. —Adopted. The Mayor moved as an amendment to the recommendation made by the Works Committee, that the whole of the kerbing a id channelling be done in Juliet Street from Regan Street to Fenton Street. In moving the resolution the Mayor said the Council bad about £4O over from the estimates for kerbing and channelling and that amount would about pay ftv
the cement. The work could be done by Borough workmen.
, Or. Young supported the recommendation of the Works Committee. He said that the roads were in a bad ; state and it was inadvisable to take the men off other parts of the borough. Cr. Lawson said at a recent meeting a resolution was passed to the effect that no more kerbing and channelling be authorised after the work in hand was completed. The Council were therefore, not in a legal oosition to do the work. The resolution' was rescinded and the Mayor’s resolution was carried; .ENGINEER’S REPORT. I t Mr Sullivati reported on the pro'grdss of works fbr the past month as iunder:— Footpath in Regan Street from Mi;randa Street to Portia Street has been reformed aiid gravelled.
Culverts have been 1 inserted on the following' streets: One on Opnuabe Road near Convent, two on Regan Street at the juhction of Portia Street, one at the entrance to Batik of Australasia, Miranda Street, one across the footpath opposite the St; Mary’s School property. Crossings have been made to Mrs Dobson’s (Poin'oroke Road), A. Rawles’ (Portia Street North), J. T. Goodrich's (Cordelia Street). ' Cdst-iroft crossings have been put in for A'. J. DfiVby, J : . Fitzgerald, Malone and King, A’.WiR. Milkirig Machine Cob, and H. Gollbp (Broadway).
The necessary filling lias been clone on Regan Street at the junction of Portia Street. Six hundred and seven cubic ye ids •of eftrtlf have been carted on to Broadway between Seyton Street and Pembroke Road.
Metal patching has been done on' various streets. Watertables have been cleaned on Clot6n Road, Fenton, Cordelia, Falst.affi, Portia and Regan Streets.
A new overflow has been made to Victoria Lake. The watercourse from Portia Street to Hamlet Street has been cleaned oufoi -- The water level in Hamlet Street opposite Mrs Evans’ house has been lowered four «feet.
The crushing plant has been set up on the ford sitd, and is no\v crushing stone fcv maintenance purposes.
During the past month a number of tree guards on Broadway North were knocked down between Stratford and Midhirst and these have been replaced. fledges and paths on' old Cemetery have been trimmed and cleaned up. WATICIIWOmvS. A bjocftmge occurred at the intake of the waterworks on August let. The caretaker had the obstruction removed before I got to 1 the intake. Two -Waiter services have been put in during the month. One sewerage connection has been made during the month. Re nuisance on Portia Street.—The nuisance complained ol was caused through bath am}' sink wastes from W. \V X Hodge’s house, being conveyed through a system of wooden drains discharging opposite 1 Mr Blink’s ■house, creating a bad nuisance at rnat point. I would advise that the old wooden culvert across the Opuhake Road ho replaced by --a 6-in concrete pipe put in to a level to deal with storm water only, this would do away | with the possibility of a recurrence of the nuisance complained of. Re trees 1 at Ml- Hancock’s house.— I have to report that the trees have, been topped'as requested by the Railway Department. Re number of unsowored bouses within the sewerage area.—lncluding | some shops and workshops, the number is 56.'—Adopted.
Cr. Thompson referred to the trees on Broadway North. He said there was a difference of opinion ns to their utility. Some people doubted whether the trees were not an obstruction to traffic. He moved the adoption ol the report. Seconded by Cr. Young. The report was adopted. TOWN HALL. The Committee recommended as follows ;—- That Council be recommended to employ a carpenter to make the necessary repairs to the Town Hall. 1 That future lessees of Hal! he notified that "Standing room only” notices must be displayed when sufficient tickets to fill seating accommodation i n various parts of the hall are sold, and that reserved seats must on no recount be given to people other than those who have reserved them. That at least six rows of seats ho reserved for the lowest price of admission. That the Council be recommended to instruct Engineer to grade with f'h'sh gravel the ground in front of hall and put in an extra crossing. INSURANCE; I The committee re insurance of Municipal Buildings recommended that a 'Policy be taken out for £3OOO, in the State Fire Office, cost to be about £ls. • —Adopted. ‘ABATTOIR MANAGER’S REPORT. V, Mr Spillman reported'as follows: During the month of July, the stock condemned were as follows: Cows 2 wholly, 2 partially; hoifhrs, 1 partially ; pigs, 3 wholly; sheep,’ 1 wholly.Owing to the very bad weather, the road through the main entrance broke up, and Mr Sullivan sent out two loads-of crushed metal; which made a great improvement: The' main race is in a very bad state for the want of crushed metal. Mr S. Thompson has made an offer ;to plough and work No.' 1 paddock, provided he can put- in' a - crop of oats .along with the grass and’ take the oaten hay off when heady. Mr lliompson would put at least 2} cwt. of manure, to'the acre with crop. The boiler •Inspector has paid his periodical visit and everything is iu good order. — Adopted. The matter of sowing down No. 1 paddock at the Abattoirs was left in the hands of the Abattoir Committee with power to act. INSPECTOR’S REPORT.
The. Inspector (Mr G. E. Bowoys) reported :— During t!ie month I impounded 17 head of cattle, renowcdj five lights, and had two by-law cafjes at the' Magistrate’s Court. The ‘Town Hall was used twice during Bie month. —Adopted, . FIRE BRIGADE COMMITTEE’S REPORT.
The Fire Brigade Committee reported as follows: A form at the station i lias been damaged. Six chairs are missing from the station. That the Brigade he granted permission to pull • ‘down petitions a tip use material for lining the building. That the Brigade make application through the iFire Brigade Committee for sufficient timber for the completion of the linj'ilig (estimated to cost £l2). A safe ■ still remains in the presmises and also a stove pipe. That the Borough sign on the fire station and on the Town Clerk’s door he blotted oiit.—Adopted. The Town Clerk was'authorised to, dispose of the stove pipe find safe mentioned in the Fire Brigade Committee’s .report. It was decided that when there was sufficient money in hanu to purchase the* necessary timber. ARIEL STREET EXTENSION. Messrs Bound and Parkes waited on the Council in regard to the bad state of Ariel Street extension, off Pembroke Road. i Cr Young said the road was not gazetted, and the Council could not do any work in that connection. The Mayor said they were sorry, but the. Council could’ not do anything to the road’ as it was not dedicated in (the Borough. : GENERAL. Cr Lawson drew attention to the I state of the footpath in Miranda -.Street south, in front of Miss Harddug’s residence. About three loads of .gravel would be sufficient for the work. He moved that the matter be left in the hands of the Works Committee with power to act.—Carried. Cr Hunter moved that the Inspector report, with power to act, upon the sanitary condition of a certain property in north Broadway.—Agreed to.
The Mayor moved that the Chairman of the Works Committee and himself bring down a report at next meeting as to a suitable site for a municipal yard for storage purposes.— Carried.
Cr Lawson moved that the Inspector’s attention bo called to the fact that carts are being driven on footpaths in the Borough, and that he taken action in the matter.—Carried. Cr Thompson moved that the inspector be instructed to make a vigilant inspection of the Borough especially in regard to straying horses and cattle.—Seconded by Cr Ruthertiml, and carried. , ACCOUNTS. Accounts amounting to £322 14s lOd were passed for payment.
