Official. —Germany has declined to negotiate further regarding the Allies’ offer with respect to the relief of the occupied territories. ' Britain agreed to release for the Serbians, if necessary, 2000 tons of Roumanian grain controlled by the Allies', but was informed by the Central Powers that as they possess enormous stocks of foodstuffs in ' Roumania, they would proWde for the Serbians’ future.
