Cable Association. j (Received 1.30 p.m.) ; Berne, August 10. , The Kaiser, co-operating with" the Hungarian Government, arranged the appointment of General Hindenburg, Austria assented, but much arrogance in the German rejoicings 'reflecting on the Austrian generals agitated and embittered the negotiations and resulted in its limitation of General Hindenburg's former com- , maud. In addition to Prince Leopold's, General Linsingen's, and General Ermolli's armies, his command thus extends from the Baltic to Tarnopol. The Archduke Charles has been appointed to command the remainder from Tarnopol to Roumania, including General Bothraer's, General Koevcs's and General inlander's. The rearrangements are regarded as a snub for the Kaiser and reveals Aus-fcro-German rivalry. Germany is hopeful of impressing the Neutrals, and announces that two giant cargo-carrying Zeppelins will begin trading with the Neutrals in September. The German commanders have is-j sued confidential instructions to farmers regarding the defence of theirj crops from Anglo-Krench aviators through lire and bombs, and warning them that crop-destroying air squa-, drons are being formed.
