Admiral Kato, speaking at a tan(juot celebrating the Russo-Japanese treaty, emphasised that the treaty remained as the basis of Japan’s diplomacy. He would oppose any, alliance seeking to displace the Anglo-Jap.m-ese, but the Russo-Japanese convention would he complimentary thereto.
