THE STRATFORD MUNICIPAL BUILDINGS.

In an Act intituled the Reserves and other Lands Disposal and Public Bodies Empowering Aitj 1016, a clause was inserted validating 'ho action of the Stratford Borough ('6iuu.il eon cerning the expeidPure of loan money. The clause reads:—

Whereas on the twenty-fourth day of March, 1915, the Stratford Borough Council caused a poll of the ratepayers of the Borough of Stratford to be taken under the provisions of the Local Bodies' Loans Act, 1913, on a proposal by the said Council to raise a special loan of £9OOO for the purpose of the erection of municipal public offices and a public library in one building on Section 326, Town ( of Stratford (municipal reserve), situate in Broadway of the said Borough of Stratford, and the said proposal was carried, and notice of the result of the poll was published in the New Zealand Gazette for the year 1915, at page 1071: And whereas the said Council has duly raised the said loan of £9OOO for the purpose aforesaid: And whereas the said Council on the 20th of May, 1915, let a contract for the erection of the said building, and included in such building certain shops and other rooms not immediately required for the purposes of municipal public offices and library, which it was proposed to let in order to minimise the cost to the Council of the entire building, the said Council moreover'having in view'the probability thnt u W' : "sbiut« future date the part's of bho.said building occupied by such shops and other rooms might be required for the extension of the Corporation offices or,Jibi'ary: And -whereas at a public meeting of the ratepayers of the Borough of Stratford, which was duly convened by the Mayor by public advertisement in the local newspaper, and was held on the 15th day of March, 1915, prior to taking of the poll in connection with the said loan, the Mayor explained fully the said loan proposals, and exhibited and explained to the said meeting tho full and complete- plan ofjfjiq 'proposed building, including the .said municipal public offices, library, shops, and other rooms, and indicated to the said meeting the revenue that it was anticipated Ai'oul'd'be derived frorri letting the said sliopTaiid other rooms not tb be .used for the Cbujijcif's "purposes: Arid whereas at such ' publicj,: ineeting of the ratepayers of the said Borough tho proposal of the said Council to raise the said loan and to expend the amount of the same in. the erection' of the said building met with no opposition whatever: And whereas the said building has been erected and completed in accordance with the said plan, and tho said Council has expended the amount of the said loan of £9OOO. in payment of the cost of tho erection of the said building: And whereas doubts have arisen as to the validity of the action of tho said Council in raising the said special loan of £9OOO and expending tho amount thereof in payment of the cost of the erection of the said building, or such part thereof as consists of shops and other rooms not immediately required or used for the purposes of municipal public offices and library: Be it therefore enacted as follows:

The action of the said Council in raising the said special loan of £9OOO and expending the amount thereof in

payment of the cost of the erection of the said building, or such part thereof as consists of shops and other rooms not immediately required or used for tho purposes of municipal public offices and library, is hereby expressly validated.
