(Received 1.5 p.m.) (London, July 3! in urged the Government to iy disclose their, plans for the future government of Ireland. They had entered into negotiations with Mr Lloyd George unwillingly, as they knew the opportunity it would give to the various factions which were assailing the power of Nationalists’ leaders and Mr Asquith. On the 10th of July, after Mr Lloyd George' had completed negotiations and accepted the written terms of' settlement,it was announced that the Cabinet would submit them to Parliament for acceptance a week later. The Lnionists in the Cabinet went to the Premier and announced that they resolutely and finally declined to accept a conditmn which would retain all the members at Westminster. The present Government of Ireland did not limit military tyranny. Mr Asquith followed, and announced Mr H. XL .Duke, K.C. (Unionist member for Exeter) as the new Chief Secretary, with a se</t in the Cabinet, but who-.would spend the bulk of his time in Ireland. \ THE RECENT REBELLION.
