The (loath roll is still conjecture, though it is believed it is relatively small. Many of those included in the first estimates escaped before the second explosion. The crews of several barges .are missing.
Three arrests for negligence have been ordered by the authorities, who are investigating the movements of a mysterious tug on which allegedly, the fire started.
