Mr Higgs announced that employers are not legally required to guarantee payments of employers' instalments to the war loan, Should the employee he unable to continue, the Government would refund the paid instalments. In appealing lor subscriptions,, the Minister stated that Australia required fifty millions annually for war purposes.
