"NAVAL BLUFF," STRONC SOCIALIST MANIFESTO. Press Association— Copyright, Australian and N.Z. Cable Association. (Received 9.10 n.ni.)/ Berne, July 18. A German socialist manifesto which is being circulated in Germany and entitled "Naval Bluff," asks if the British Fleet is vanquished, why the blockade continues? Why doesn't the German Fleet bombard the English coast and land an invading army, but the reason is that the report of the naval victory was fiction.

DARK DAYS AT PRESENT. REMARKABLE PRESS OUTSPOKENNESS. (Received 9.20 a.m.) Amsterdam, July 18. The Woiser Zeitung, of Bremen, lifts a remarkable article on Germany's position. It states: "The hour has come when we must clench our teeth, for the situation is grave. We have got our teeth in Verdun so tight that we are unable to let go. The Austrian are at a standstill in Sette Cummuui. The English.and French are hard upon us on the Somme. The Russians are upon us from Riga to Rpnmanin in every quartet. The difficulties and obstacles are raising an anxious cry as to how shall these tilings end. Yet, though the present is black, the future belongs to the Germans,"
