Tho New York 'l imes, in an outspoken article headed ‘‘.Japan in the Pacific,” criticises the Japanese action in respect of Kiao Chau, and refers to tlie seizure of the island comprising the Carolines and Marshalls. The article adds; “With Japan in possession of Kiao Chau, also ol the Pacific Islands in the line ol communication with our Pastern territory, with the carrying trade to the far Past transferred to the Japanese, and finally will the Russo-Japanese alliance, it is high time we took action.”
