The definite understanding which has! been arrived at between Russia and ' Japan, with Britain’s full approval, is 1 a side issue of the war with an irn- 1 portant bearing on future events, for [ it plainly indicates that German power | in the Far East is gone for ever. At I the opening of the war it was fondly | held in German official circles that Japan would seize the opportunity to attack Russia in the rear, and thereby to prevent her from putting forward her full strength against the Central Powers in Europe. But, as in some other matters, Germany was quite wrong, and surprise and consternation' fell upon Berlin when the Mikado’s Government issued its ultimatum to Germany ordering the surrender of Kiao-chau forthwith, and it was a heavy blow to the Raiser when the slice of the Celestial Empire which ho had acquired by shaking his mailed list in the face of China, was taken from : him after a short siege, the capture evoking the futile threat that “Germany would punish Japan in her own! good time.” Germany’s chance of in-j dieting “punishment” upon Japan is more remote to-day than ever, it has been truly pointed out what loyal and j splendid aid Japan lias given the Allies in lhi> tight against Germanism, and how after casting the enemy out I of China, by the exercise of her naval power,’ how Japan influenced.materially- the course of events in Europe, and by her military and industrial power contributed in a marked degree to the success of the Russian arms in the land-fighting. Heavy guns, munitions of war and artillery-instructors to assist the Russians to use them to the best advantage, have been placed at rlu- disposal of Russia so lavishly as to contribute materially to Brusilofl s brilliant advantage in Volhynia, ,Cialicia, and Bukovina. Japanese cruisers have done siilendid work not only in policing the Eastern seas and in assisting to convoy the transports earning Australian troops to Europe, hut also in chasing the German cruisers. Therefore it is no wonder that at all our -ports where the Japanese -Admiral and his ships have called on tins: present well-timed visit the welcome i has been a very cordial one indeed.
