PAPER AND THE WAR.

■ SHORTAGE LIKELY TO CONTINUE. With reference to the shortage of paper, caused by the war, the annual report of the Government Printing and Stationery Department says that during the past year the difficutlies in obtaining supplies of paper have been constantly increasing, and the prices have advanced in some cases more 'than 200 par cent., and in but fewcases is paper obtainable at less than 100 per cent, advance. A", a consequence of the difficulty of obtaining •>ap.si' the number printed of "Guzctcs" and parliamentary papers has been reduced, and we have also been obliged to cut down the issue of the statutes. There has been, adds the report, considerable cutting-down in the reports presented to Parliament by the departments, but there might be still more economy exercised wiih!oui interfering with the effectiveness 'of the repor-s; and another method in which economy might be practised is for beads of departments to see that the strictest care is exercised in •he orders for printing and stationery. These orders are frequently too large, and, at present, when stocks are getting low and s ores are so difficult to (.secure, the utmost care is necessary 'to keep down their requirements to the lowest limits, more especially in View of'the enhanced prices" for almost 'all stores. Supplies of certain lines of papers and pasteboards, are dif : 'ficult) to obtain at any price, and it is \ unlikely &that this condition of affairs Will improve for some timej. Envelopes are almost unobtainable, and it is doubtful,if it will be possible to secure theseyui any but small,.quantities till the close,; qf the war. r. v ,
