Carranza has replied to (lie United "j States' Notes pointing out that the United States' troops had no right whatever to remain on Mexican soil." The attacks made upon American j troops were the result of their commanders' blunders and overbearing manner. Carranza denies that he has protected any bandits, and accuses the United States of sending him discourteous notes. There is no reference in Carranza's reply to any future hostilities.
