SITUATION EXCESSIVELY SERIOUS. (.United Pees* Association.] Washington, June 28. The Times’ Washington correspondent states that President Wilson’s Note is the outcome of Carranza’s refusal to disavow the Carridal attack. After despatching the Note, President Wilson summoned the leading Foreign Affairs committeemen, and told them that the situation was excessively serious and he feared Carranza would submit to no argument except force.

It is generally opined that President Wilson will not declare formal war, merely increasing the troops in Mexico, supporting them by a naval blockade.
