PAINFUL SITUATION. RECONSTRUCTION OF CABINET. Uni'tJed T»ai!Bs; Association. . (Received iS.IO p.in.; Rome, June 11. There 'is a crisis as the culmination of -long-whispered complaints alleging luke-warm conduct of the war, and the aloofness of the tiovernment from Parliament and the people. Supporters of the Government deplore the action as the most inopportune of the moment for the height of the Austrian offensive. Government organs describe the situation simply as painful, and declare that the military situation was cleverly used to influence certain deputies, whose anxiety was easily aroused and who considered that the only remedy was a National Ministry, composed of all parties. Signor Salandra, although not opposing an extension of the Ministry, has not adopted the proposal, preferring to hand in his resignation, and thus giving King Emanuel an opportunity to reconstruct on a national basis.. All parties agree that the war must be conducted more vigorously and that there must be closer union of the Allies.
