Dealing with those expeditions, he writes: “It is indeed fortunate that they did not culminate in even greater military disasters than the blood-stained fields of Anzac and Suvla Bay, which were glorious indeed to the troops \\ ho hurled themselves on almost certain death at the signal of their leaders, but discreditable alike to the Government and headquarters staff, which planned or permitted such folly.” Captain Battiue goes on to accuse the British Government of carrying on tinwar half-heartedly in having forbidden the Navy to exert its power so. t-hat the Germans replenished then stores of cotton, . and even amassed sufficient reserves for a long war through the Dutch ports. He also says that the only explanation ever forthcoming for this policy was that the Foreign Minister, and presumably las colleagues, were not aware that cotton was used in the manufacture ol am munition and other war material.
